PREFACE
The year 1986-87 was the period of formulation and finalisation of schemes based on the
postulates spelt out in the National Policy on Education 1986. The policies and programmes as
well as major initiatives flowing from the NPE have been given shape in consultation with the-
State Governments, educationists and other specialised agencies. Guidelines formulated under
various scheme^ have been communicated to the State Governments and U.T. Adi^inistrations
during the year 1987-88.
The National Policy on Education envisages a meaningful partnership between the Union
Government and the States in implementing the Policy. The response of the State Governments
and U.T. Administrations has indeed been very encouraging to all major programmes like
Operation Blackboard, restructuring of Teacher Education, Vocationalisation etc. which are in
the process of implementation during the current year.
This document presents a summary of what has been done during the year 1987-88 by the Central
Government, the various organisations connected with it and by the State Governments and their
agencies. It is hoped that tkis would form the basis of wide discussions and the feed-back
received would provide the necessary impetus to us in improving the quality and pace of
implementation of the National Policy on Education.
