User instructions





General information

This document contains the following:
-Three dashboards (see contents below)
-A Notes tab giving important supporting information
-Hidden tabs with underlying data tables that each dashboard is linked to.
Dashboard Contents

The Level Dashboard contains information regarding Level, Age Group, and Type (Framework or Standard)

The SSA Dashboard contains information regarding Level Group, Age Group, and Sector Subject Area Tier 1

The Framework Dashboard contains information regarding Level Group, Age Group, and Framework/Standard Name




How to use the dashboards

On the SSA and Framework dashboards, use the drop-down filter at the top of the screen to make your selection. Note that on the framework dashboard, frameworks and standards are grouped separately.
In order to filter age and level in each of the dashboards, click on the grey square filter button to the right of the header:

You will then have the option to select different levels/ages.



Hidden tabs

If you would like to see the larger data tables that each of the tables in the dashboards are linked to, then right click on any of the tabs below, click 'unhide' and each table will appear in a list.
This allows users to view all sectors / frameworks / standards rather than restricting to one at a time.

The hidden tabs also allow users to view data from earlier years.

Table Notes




General Notes covering all outputs




1) Volumes are rounded to the nearest ten except for the Grand Totals which are rounded to the nearest hundred.




2) '-' Indicates a base value of less than five, or less than fifty for Grand Totals. '*' indicates a percentage less than 0.5%.




3) For definitions of variables used in the tables please see the data dictionary:

4) The data source for all tables is the Individualised Learner Record, except where stated.




5) Unlike learner figures in other tables, figures for 2008/09 onwards are comparable with earlier years as demand led funding rules are not applied to starts and achievements.




6) Age is calculated based on age at start of the programme rather than based on 31 August.




7) In these tables full-year numbers are a count of the number of starts at any point during the year. Learners starting more than one Apprenticeship will appear more than once.




8) Programme-Led Apprenticeships recorded in ILR returns are included in the figures.

9) These tables include provisional 2014/15 Employer Ownership Pilot (EOP) volumes due to problems with the final 2014/15 EOP data collection. See the note in the commentary and on the contents page of the table pack for more information.




10) These tables show starts for apprenticeship standards, which are developed by employer groups known as "trailblazers". The first starts on the new standards began in September 2014.




11) Figures for 2014/15 include 80 apprenticeship starts with no level assigned and an unknown Sector Subject Area. Figures for 2015/16 include less than 10 apprenticeship starts with no level assigned.




12) Figures for 2011/12 onwards are not comparable to earlier years as a Single Individualised Learner Record (ILR) data collection system has been introduced. More information on the Single ILR is available at:

Apprenticeship Programme Starts by Sector Framework and Apprenticeship Standard, Level and Age


















1) Some Sector Frameworks were renamed or combined in 2012/13. Figures for previous years have been revised in the same way for consistency.




2) This table shows starts for frameworks, some of which have been grouped after the introduction of SASE (Specification of Apprenticeship Standards for England) frameworks in 2010/11. This allows meaningful comparisons between years where new frameworks have been introduced in 2010/11. Some figures for earlier years have been revised due to this grouping. There is a separate table called 'Breakdown by Framework (non-grouped)' presenting Apprenticeship data for 2010/11 to 2012/13. This shows all SASE and non-SASE frameworks started in 2010/11 to 2012/13 without grouping.










Apprenticeship Programme Starts by Type - Frameworks / Standards


















1) Level 2 is equivalent to an Intermediate Level Apprenticeship, Level 3 is equivalent to an Advanced Level Apprenticeship, and Levels 4, 5 and 6 are equivalent to a Higher Apprenticeship.




2) Level 4 apprenticeships were introduced in 2006/07, level 5 apprenticeships were introduced in 2011/12, level 6 apprenticeships were introduced in 2013/14 and level 7 apprenticeships were introduced in 2014/15. Prior to 2009/10, there were 310 starts equivalent to a Higher Apprenticeship.




3) Apprenticeship standards are included in the Intermediate Level, Advanced Level or Higher Apprenticeship categories according to the level of each standard. All Apprenticeship standards are also shown separately at the bottom of the table.
