Construction plan and profile sheets for all public improvement shall be reviewed prior to construction and approval of the final plat. Construction
plans and profiles shall be drawn on sheets measuring 24 inches by 36 inches. Each sheet shall include North point, scale and date. Benchmark
description to sea level datum shall be included with the plans. Final construction plan sheets shall show the seal and signature of the Registered Or
Licensed Texas Professional Engineer licensed by the State of Texas who prepared the plans and shall include the following, unless specifically
approved otherwise by the City Engineer.

STREETS AND SIDEWALKS
The cross-section of proposed streets, alleys, and sidewalks every 100 feet showing the width,
depth and type of pavement, base and subgrade type, width, compaction, type of curb, and
roadway location within the right-of-way. (Public Works Design Manual Section 1, 1.01 E).
A plan and profile of each street with top of curb grades shown, along with 100-year floodplain
MSE if applicable, percent slopes, etc. Scale shall be 1” = 20’ horizontally, and appropriate
vertical scale. Adherence to minimum and maximum grades, horizontal curvature, vertical
curves, street intersection angles, etc. Identify point of curvature, point of tangency, etc. (Public

Street signage and pavement marking plan. Show stop bars at every stop sign. Applicant shall
bear the cost for the signs, even if City installs the Signs. (Public Works Design Manual Section
1.01.F, Most Recent Fee and Rate Schedule)
Identify any proposed or future driveway widths that may exceed 24' for residential and 30' for
commercial. (Public Works Design Manual Section 1 Details)
A barricade shall be specified at all dead-end streets. (Public Works Design Manual Details T-22
and T-23)
Final geotechnical report in adherence with Public Works Design Manual Section 1.01.D and
chosen street section reflected on the plan sheets. (Public Works Design Manual Section 5.06,
B., 4. and 1.01.D.2.a)
Section cut and/or rebar information for sidewalks. Identify pedestrian ramps and types at each
street intersection, identify timing of sidewalk construction (with development and/or with
home building). Identify handrail needed. (Public Works Design Manual Section 1.02 and T-

Identify if TDRL review is required. Provide approval of TDLR review and note TDLR inspection
and approval is needed post-construction. All costs shall be the responsibility of the applicant.

Show street light locations. Consider street light locations in relation to driveways, hydrants,
inlets, etc. (Subdivision Ordinance Section 509)
Traffic control plan, if required. (Public Works Design Manual Section 1.05)
Include details for valley gutters (Public Works Design Manual Detail T-07), curb stamps (T-08),
and curb detail (T-09).
Identify testing requirements. (Public Works Design Manual Section 1.01.D)
Add a note: Contractor shall not place asphalt products on the ground within 48 hours of
forecasted rain.
Add notes for doweling notes into existing concrete. (Public Works Design Manual Section
1.02.C, T-Section Details)
WATER
Specify waterline on slopes to avoid a potential area of air entrapment. Specify air release valves
at all high points in water system. Specify thrust blocking and mechanical restraints on all bends,
valves, and fittings. (Public Works Design Manual Section 4.03 A.3, A.8, B.5, Detail G-08, W-07)
Plan hydrants, meters, valve boxes, etc. to not be within driveways. Water line shall be located
outside of the pavement, including culs-de-sac.

Residential lots are recommended to use utilize double services as much as possible.

Blue pavement markers are required in the pavement for each fire hydrant. (Public Works Design

Construction drawings shall contain both plan and profile view labeled with top of pipe
elevations (based on mean sea level elevations) at horizontal and vertical PIs. Show horizontal
dimensioning to easement and/or property line in the plan view, and vertical dimensioning at

All valve boxes shall have a concrete collar. (Public Works Design Manual Detail W-03)
Number and location of valves indicated on the plans. (Public Works Design Manual Section

Callout water and sewer crossings and notes for compliance with TCEQ separation distances.

WASTEWATER COMMENTS
A plan and profile of proposed sanitary sewers, with grade/percent slopes, pipe sizes, locations
of manholes (eccentric), cleanouts, vents, design and actual capacity (in MGD), pipe full
velocities (in ft/sec), and a cross-section of embedment. (Public Works Design Manual Section
5.05)
Offsite sewer and lift stations shall conform to Public Works Design Manual Section 5.03.
Where parkland is proposed, provide a sewer service stub out. (Public Works Design Manual
Section 5.03.A.3)
All sewer lines shall extend to border of subdivision property lines, unless otherwise approved.

A plan and profile of proposed storm sewers, showing hydraulic data, 100-year water surface
elevations, mean sea level elevations, horizontal and vertical dimensions, pipe grades, pipe
material types, and sizes, manholes, inlets, pipe connections, culverts, outlet structures, bridges
and other structures. Include carrying capacity required and provided along with hydraulic grade
lines. (Public Works Design Manual Section 2.10)
Plan inlets, junction boxes, etc. to not be within existing and future driveways as much as
possible. Junction boxes shall be sized per the Public Works Design Manual, Section D and Detail
D-07, including manhole frame and cover.
Final drainage report to clarify sizing criteria of drainage infrastructure, water spread limits, 100
year shall be contained within building lines, freeboard requirements and designed freeboard,
identify all hydrologic methodologies, adherence to minimum times of concentration, C values,
and include all calculations and cross sections. (Public Works Design Manual Section 2, Article
500)
Detention ponds and drainage channels owned and/or maintained by the City shall include all
required fencing, signage, and trickle channels. Identify sodding along tickle channel. All rip rap
shall be grouted. (Public Works Design Manual Section 2.05)
Identify and mitigate upstream or downstream facilities or properties that may experience a
point discharge or increase in runoff or ponding. Drainage plan needs to account for future,
adjacent development. (Public Works Design Manual Section 2.06)
Identify sodding, hydromulching, silt fence, or approved equal, to remain post-construction for
erosion control prior to subdivision acceptance or building CO. Specify inlet protection to remain.

4:1 side slopes and steeper for drainage channels and ponds will trigger the requirement for 6'
tall fencing. Ponds greater than 5 feet deep will be required to have 6' tall perimeter fence with
two 4' wide gates for maintenance. (City of Belton Strategic Drainage Plan)
Outfall structures for detention ponds that are less than 36" diameter pipe shall be designed
using outflow/discharge weirs and/or combinations of discharge weirs. (Strategic Drainage Plan)
Minimum stormwater pipe size is 18". (Public Works Design Manual Section 2.05)
Verify min pipe velocity (full) is 3 fps. ((Public Works Design Manual Section 2.05)
All culverts shall end in SETs. (Public Works Design Manual Section 2.05)
Include an erosion control plan for construction, SWPPP, MS4 permit requirements, construction
entry/exits, concrete washouts, post-construction erosion control measures. SWPPP, NOI, NOTs,
and all TCEQ and MS4 permit requirements are required to also be sent to the City. (Public

For any privately owned and maintained drainage, submit a draiange maintenance agreement
for review by the City. Agreement needs to define who owns and maintains the infrastructure,
the City has inspection authority, ponds and channels cannot be filled, fencing requirements, etc.
Drainage maintenance agreement has been recorded at the County. A copy of the recorded
document is provided with the plans.
All curb inlets shall be recessed. Include all necessary details embedment details for all
stormwater pipe. Show dissipaters at the end of SETS. (Public Works Design Manual Section D
Details)
GENERAL: The project engineer is responsible for the accuracy, completeness and conformance to City Standards. COMMENTS
The utility plan, drainage facilities, and proposed street are in compliance with the City's master
plans, thoroughfare plan, and Strategic Drainage Plan.
Add a note: Final acceptance of the subdivision infrastructure is contingent upon construction
completed per the enclosed, approved plans, a 10% maintenance bond is received, payment of
all materials testing and sign installations, punch list completed, erosion control and vegetation is
established, and the City has received the record drawings. At final acceptance, a 1-year
maintenance warranty period begins. (Public Works Design Manual General Requirements,

All connections shall be coordinated with the City prior to work approved to begin. Do not
operate existing water valves or hydrant valves. Do not open manholes without City approval
first. Provide notice to City 48 hours in advance.
Water needed during construction shall be secured by renting a hydrant meter from the City of
Belton. (Fee and Rate Schedule regarding water theft and hydrant meter rental)
Add notes about protecting existing utilities and how to handle damages and conflicts.
Existing roads shall be cleaned of debris daily around the construction site. (Public Works Design

Contractor shall control dust caused by work and comply with pollution control regulations.

Contractor shall not stockpile material in the 100 year floodplain.
All rocks larger than 3 inches shall be removed from easements and ROW prior to City

CONSTRUCTION PLANS FOR SUBDIVISIONS IN BELTON'S ETJ (Section 403) Any subdivision being
platted in the Extraterritorial Jurisdiction of the City of Belton shall provide for the following improvements or plans in
accordance with the Standards for Construction of Water, Sanitary Sewer, Street and Drainage Improvements prior to
approval of final plat.
COMMENTS
STREETS – Construction plans shall be required to be prepared for the construction of streets per
the County’s requirements.
DRAINAGE – Construction plans shall be required to be prepared for the construction of
drainage improvements needed to accommodate the subdivision plat in conformance with the
County's requirements.
