PREAMBLE
Mbarara University of Science and Technology (MUST) was established on October
28, 1989 by the Mbarara University of Science and Technology Statue 1989. Currently
the University is governed under the Universities and Other Tertiary Institutions Act
(UOTIA), 2001 (as amended). The UOTIA empowers University Councils to make
regulations governing the terms and conditions of employment of university staff. This
Manual contains human resource policies and procedures that spell out the terms and
conditions of service for the University staff. The manual has five chapters, namely;
Recruitment Policy, Terms and Conditions of Service, Staff Disciplinary Code of
Conduct, Promotions Policy and Staff Training and Development Policy. The terms
and conditions set out in this Manual are also subject to the provisions of the following
Acts:
1. Employment Act, 2006.
2. Labour disputes Act of Uganda, 2006.
3. Workers Compensation Act of Uganda, 2000.
4. The Anti-Corruption Act of Uganda, 2009.
5. The Penal Code (Amendment) Act of Uganda, 2007.
6. The Leadership Code Act of Uganda, 2002.

particular emphasis on science and technology and its application to community

PRELIMINARY PROVISIONS
1. TITLE
This manual shall be known as the Mbarara University of Science and Technology
(MUST) Human Resource Manual, 2018.
2. DEFINITION OF TERMS USED
For purposes of this manual, unless the context otherwise requires, the following
words, phrases or terms will have the meaning shown against them:-
a) Abscondment – means a situation where a member of staff does not report for
duty for thirty consecutive days without good cause.
b) Academic staff – in accordance with the Universities and Other Tertiary
Institutions Act, 2001, means:-
(i) Deans of Faculties or schools;
(ii) Directors of Institute, college or other academic body;
(iii) Professors, Associate Professors, Senior Lecturers, Lecturers, and
Assistant Lecturers appointed for teaching and research;
(iv) University Librarian and other library staff designated as academic
members of staff;
(v) Such other persons as the University Council may designate academic
staff.
c) Accelerated promotion - means a situation where a serving member of staff
will be promoted to a post more than one step up the promotion ladder. It may
also occur when a serving officer has been promoted to the next higher rank in
the promotion ladder without having served for three years in the lower post or
grade.
d) Administrative staff – in accordance with the Universities and Other Tertiary
Institutions Act, 2001, means persons employed by the University, other than
academic staff, holding administrative, professional or technical senior posts in
salary scales M1 – M8 established by the University Council for the efficient
management and running of the University.
e) Appointment - means conferment upon a person of an office or post of
emolument in the service of the University.
