organization? The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is seeking an
highly motivated and accomplished leader to demonstrate their ability to deliver, inspire,
connect and transform by supporting the WSIAT in achieving its Human Resources and
Labour Relations objectives.
About Us
The WSIAT is a highly specialized adjudicative tribunal that hears appeals of final case
decisions from the Workplace Safety and Insurance Board. The Manager, Strategic Human
Resources & Labour Relations will lead a small team of dedicated HR professionals, and
provide expertise and management in the development and delivery of a wide range of Human
Resources and Labour Relations services to management and staff. You will also play a key
role in HR modernization initiatives working within a project focused department.
What can I expect to do in this role?
As Manager, Strategic Human Resources & Labour Relations, you will:
• Lead a small team of dedicated HR professionals in providing effective and strategic
advice and services in the areas of employee and labour relations, strategic HR
management and advisory services, recruitment and selection, workforce and human
capital planning, change management, training and development, HR compliance and
policy development, employee engagement, HR programs, health, safety and wellness,
and disability/accommodation management.
• Lead and manage the development, implementation and maintenance of Human
Resources and Labour Relations strategies, plans, and programs, and the provision
of issues management and strategic HR and LR advice.
• Foster a culture of innovation to facilitate program transformation and HR
modernization initiatives with an entrepreneurial mind-set.
• Utilize your project management skills to lead and promote modern project
management practices within the department, while providing oversight and leadership
to various HR projects, programs, and modernization initiatives.
• Manage corporate compliance with HR, employment, labour, pay equity, human
rights, WSIB and health & safety legislation and regulations, including the
maintenance and implementation of employment policies and practices.
• Manage the provision of a wide range of LR services to client Directors and Managers,
including the interpretation and application of collective agreements, legislation, policies
and procedures, and the development and delivery of LR training.
• Provide guidance and advice in the promotion of positive labour-management relations,
including the management, investigation and resolution of employee relation matters
and grievances.
• Participate on union-management committees, liaise with union representatives, and
consult with legal counsel on jurisprudence and precedent-setting awards relating to all
aspects of grievance administration, employee relations, labour relations, and
accommodations management.
• Provide change management advice including recommendations involving workforce
planning, organizational design, and human capital planning.
• Manage the development and delivery of the WSIAT’s corporate staff training
programs, including new employee orientation, mandatory training courses and other
training initiatives, both internal and external, as defined.
• Provide evidence-based decisions in an env ironment of continuous improvement,
creativity and excellence with a client-focused outcome.
How do I qualify?
Strategic Leadership and Management Skills:
• Strategic leadership skills and experience to inspire, engage, develop and m otivate
staff to achieve HR and operational results.
• Strong leadership skills to provide guidance and coaching to front line and senior
management staff on HR and LR related matters.
• Actively incorporate the principles of anti-racism, anti-oppression, inclusion and diversity
across all elements of your management style.
• Actively acknowledge and challenge your own conscious and unconscious biases
and consistently work to reduce them.
Change Management, Project Management and Organizational Design Expertise:
• Experience providing project leadership and guidance to implement large-scale and
inter-related projects, programs and initiatives.
• Ability to develop and manage integrated project plans, plan and negotiate resources,
and provide advice and expertise on strategic project planning, management and
implementation, while gaining buy-in and support from multiple stakeholders.
• Demonstrated ability to develop and mentor project team members to deliver results,
and ensure all project deliverables are met.
• Experience managing and driving transformational change, and using organizational
design and HR planning methodologies to implement modernization initiatives.
Human Resource Management & Labour Relations Knowledge and Experience:
• Knowledge of the theories, principles and practices of strategic human resource
planning and management, and current and emerging HR trends, to develop and
implement strategic HR initiatives and solutions to support a high-performing
diverse organization.
• Knowledge of human resource management, recruitment, HR planning,
organizational design, health, safety and wellness, human rights and
accommodation requirements, training and development, leadership
development, change management, and strategic labour relations.
• Knowledge of relevant human resources and labour relations acts and legislation to
oversee HR and LR services and provide strategic advice and support to
management and the HR team on complex labour relations issues.
• Strategic thinker who can bring a diverse, long term perspective to HR and Labour
Relations activities in in support of business priorities.
• Conceptual and analytical skills to assess and respond to business requirements,
complex and/or contentious policy, labour relations, and HR issues, and recommend
effective strategies and innovative solutions.
Communication and Interpersonal Skills:
• Excellent dispute resolution knowledge including negotiation, mediation and
facilitation skills to identify options and resolve complex issues and possible
grievances.
• Strong political acuity to recognize sensitive situations and develop appropriate
responses.
• Solid interpersonal, consultative and investigative skills in order to build and
maintain positive working relationships with management, staff, and bargaining
agents on an ongoing basis.
• Strong written and oral communications skills to develop well-justified
recommendations, prepare reports, briefing notes, and presentations.
• Strong verbal communication skills to prepare and present HR management training
to groups of staff, managers, and committees, and to represent the HR Department
on various internal committees.
Research, Analytical and Organizational Skills:
• Strong conceptual and analytical skills to assess and respond to client needs for
human resources services, and to problem-solve complex human resources and
labour relations issues, including policy interpretation and applicability issues.
• Strong research, analytical and problem-solving skills to investigate and assess
organizational structure proposals, grievances, and to interpret and apply legislation,
collective agreements, policies, procedures, and jurisprudence.
• Strong research and analytical skills to review background materials related to
ongoing programs, and prepare and present proposed actions and solutions to
clients, employees, bargaining unit representatives, and management, as
appropriate.
• Ability to lead the development, analysis and utilization of HR analytics, building and
reporting on metrics and performance measures.
