    Agencies name their funding announcements, 
      or solicitations, differently:
        Request for Proposals (RFP)
        Request for Applications (RFA)
        Funding Opportunity Announcement (FOA): CDC
        Program Announcement (PA): NSF, NIH
        Broad Agency Announcement (BAA): US Army
    Most university research is funded by federal 
      agencies but foundations, industry, state 
      agencies play an important role.
